once again need mroe help

so i sold my civic and upgraded to a mustang cobra...and now it wont let me race anyone, i'm so confused, anyone i click on has a red bar and i cant race them...what is my problem and what can i do to fix it, i think its nw ranking but i have clicked on basically everyoen around me and above and below and no luck

for this session the red bar doesnt mean anything so u can race anyone u juss have to click challenge dis driver
