I've got a problem, I just can't dyno tune my car, the game says, that I can't dyno tune my car when I've got a race pending. The problem is, that I don't have any race pending...
One of the players told me to logout and login again... but it didn't work...

Do it about ten times in a row mate. Just keep logging in and out. After that, it should work fine.

instead of Dyno tuning your car.. buy the ECU chip and install it/uninstall it til ur PR goes up :p

buying ECU upgrade solved the problem :) Now I can tune my ride :)
