and the point of this section to to create STEP by STEP instructions for n00bs to be able to excel in the game understand the game and help contribute it its activity and growth.

in the last years we have lost thousands, with no exageration, because people are selfish or to naive to understand the economics of this game.

You need xp t level up pretty much cancel them selfs out lol

What hes trying to say IS that both are important.
you need Experience to reach higher levels.

higher the level the more upgrades you unlock.
(and more cars you can use)

So therfor they are both importnt and work together to get upgrades for cars.
