he modded the car to give himself less horsepower

this is not actually a bug...

all u do is install a part and then take it off....

it takes your hr power rating below 100% therefore u have less power...

which makes ur car slower

I think you could also Dyno tune it and just make it worse. Can't say I've tried, but whatever, just a thought. Not that this even really matters...
