Parts and PnP

I made two Shelby Cobras the other day. On one I just upgraded with pure weight reduction and it got me on the IDE board. On another, I bought handling parts and such, full PnP and weight reduction, but I got a slower time. I had it tuned at 100% and Test n Tuned as well, but it still ran a slower time than my pure weight reducted car. What am I doing wrong?

Can someone school me on getting the fastest times possible out of cars please?

handling parts are kinda hit and miss

go through each and every selection for each and every part and note the handling rating for the parts and put it together w/the best handling rating parts

This is what I did. It still put out a slower time than my pure weight reducted car did.
