When you delcine a race does it take away ur RAD? Or is if dont click accept or decline and u let it sit for the 1 minute, then it takes away 3 RAD?

What i've noticed that it will also take away 3 rad when you decline money races. This is something new. Very enoing, please return it to the old ways.
