ok this is how it happens -- for real -- it is at 100% when you buy it and will stay at 100% reliability until you start the engine - same with any car

after you start your engine, you lose a little of your reliability, so in essence, it is possible to break down during a race when you are at 100% reliability because your car has to be running to have a race
