Needs to be fixed. Some people adding other people to their AP to that they race, but the race cancels due to the account having no fuel.

how is that cheating. Maybe they set it up that way. Maybe they actually ran out of fuel on accident. You dont know, I dont know, and the game wont know

OK, listen to this. They add you to AP, log off and are off for 12 hours, while in hour 1 they run out of fuel. Thats 11 hours worth of AP racing that they have no fuel for. It happens. I know what you are saying about people setting up accounts and doing that on purpose, but here you dont have any proof that is what is happening, so please leave the speculation out of here. Also this is the bug forums, how is that a bug? The answer is that it is not a bug. I have locked this topic, and if you wish to discuss it further with me, or even come up with the proof that someone is cheating just send me a PM and I will make sure that the proper people are aware of this situation and your findings.
