It's your total time + reaction time, so he was at the finish first.

It just shows that experience in this game is better than being able to tune a car properly. You probably are at least two levels below the other guy, but have tuned the car so well that it is just as fast as the other guy.

that may not be the case either. I know for a fact that the R/T in lower levels, meaning 39 and below bounce all of the place. I bet if you look at your previous races your R/T bounces around by about .5
