I've gotten 2 of them so far, started putting parts on.. and it gives me a free lvl up on port n polish..
dunno if MC is the same but a lot of the cars in TS come with one pnp, don't think it's a bug dan

same thing happened to me, and I have never seen a Car in MC come with 1 PNP. Last round I had the s2k and it didnt come with 1 PNP
mabey that might be one of the changes cres made
it happened to me sometimes with the s2k last sess. and this sess, when i bought mine, it happened, and also on my chevy stingray... but i guess its like 3500 (i think) saved.
