I think they meant the category to be 'Most Tickets Awarded'. I mean, there's no 'award' for having gotten the most tickets. Anyway, I really don't see the point of getting them intentionally.

race in a boosted car...that'll get a ticket after about 15 or 20 races...

you tend to lose some experiece too, last ticket i got in a boosted car i lost 5% exp and they took my boosted ride

i was level 18 with like -18% experience

its happened to me twice now, once in november round and once in october round...if you get caught you lose the car, get exp deduction and get a ticket

it was the only ticket i got nov round
